I can't think of anything else except consulting with an attorney to see
what he would suggest....perhaps an attorney can think of something we
laymen can't.

If USCIS is supposed to provide a benefit within a published time frame,
and they have not, you have the right to sue them. But that would
probably mean court procedings, and for some reason you don't want that.
So...I can't think of anything else except asking an immigration
attorney what to do.
