I am on visa status(don't have a greencard) and presently in Florida.

Yes, people who are on visa are considered out of state for all states
in U.S
I want to know of all the states which state(or which college in that
state) has lowest tuition for out of state people. Then, if living
expenses are not too high in that area I could think about applying to
that college in that state.
