And....at least in my experience, there is reciprocity between states on
driver's licenses. Here in CA, you just give up your other state DL, and
pick up a new CA one (after a simple test). So it seems simple to beat the
system if you move from a "no proof of citizenship" state to a state
requiring proof.
This opens the possibility in close elections, for illegal voters to swing
the election in favor of issues/candidates who are pro illegal immigration.
