Well, at Jury Selection time they can, and they are starting to do so.
BTW there was recently a civil suit brought against the Motor Vehicle
Administration by the infamous "CASA of Maryland" because the MVA started
tightening up on their documentary requirements. This was when the MVA
started making preparatory moves within its own authority to start to comply
with the REAL ID Act of 2005 which takes effect this year. By year's end,
Maryland should be 100-percent in compliance, which will mean that no
illegal aliens will be issued State ID or driver's permits.
Furthermore, a wide variety of citizen's action groups will be lobbying the
State Department and the Department of Homeland Security towards two ends,
the first being the overturning of a 13-year-old court decision mandating
that any undocumented person in the US declaring themselves to be Salvadoran
would automatically be granted status as a "temporary refugee"; the second
lobbying action will be to get the State Department to refuse to extend
"temporary protected refugee" status yet-again to any of the million or so
central americans in the US who would then become deportable overnight.
