The key words here are "subject to the jurisdiction". Many Chinese were born
in the US (before 1943) and were not citizens of the US. Why? Because they
were not "subject to the jurisdiction" of the US. When Chinese workers were
in demand in California in the 1800's the only way the Emperor of China
would permit them to come was that if they and their descendants remained
subjects of the Emperor. So not everyone born on US soil is automatically a
citizen eg. children of diplomats.
