It is clear, green cards with no expiry date WILL CONTINUE TO BE PROOF
OF PERMANENT RESIDENCY, and do not have to be replaced. The USCIS is
currently proposing rule changes, but as of now, no process exists and
there is no requirement.
You MAY apply for a new one and pay the fee, but part of the the new
rulemaking may reduce the fee and the process
When that time comes, it is unlikely that the renewal fee would be less than
the regular fee currently charged for those renewing cards with expiration
dates.
Those who were issued cards without expiration dates have been getting away
for so long not paying renewal fees every 10 years. I don't see why the
government should give them special favors. Given their luck not to renew
periodically was special favor enough.
