It is *always* based on country of birth. Having a different citizenship doesn't
matter.
Oh, and with a little bit of common sense you would have been able to figure
that out for yourself... Ask yourself, if it would be possible, how many people
would all of a sudden become Canadian citizens (or Europeans, or...) to speed up
their immigration to the US...

No difference. The PD has to be current for Consular Processing as well as for
filing AOS in the US.
