Even Hispanics admit that their illegal alien pals from Latin America
don't pay taxes because they work "off the books." Only law abiding
citizens will pay this higher tax (which certainly will amount to far,
far more than a mere $18.00 a month). The claim that it will be
returned later doesn't factor in the fact that California pays tax
rebates in the form of IOU's, which amount to worthless Mexican pesos
or Monopoly play money anyway. The one thing they can't hide is
California is turning more and more into a pathetic extension of
Mexico every day. It would be a blessing if North Korea nuked Los
Angeles, Santa Ana, and other Mexican cities to rid the state of the
Mexican invaders.

In case you hadn't noticed, "working off the books" is the felony crime of
Tax Evasion, which is both a federal and state crime (since both tax
income). Those who work using someone else's name commit identity theft, a
felony called "Impersonation" in the CA PC (Section 422). Either way,
these illegals are committing additional felonies beyond their mere illegal
presence (a misdemeanor upon first offense; a felony thereafter).
Basically, as these are separate acts, that's at least two strikes against
them, and California is a "three strikes" state.
California should bill the incarceration costs of any illegal to their home
country (whether relayed via our federal government or not).
