Air France has direct flights to Niamey. You should get better rates
with Air Algérie (via Alger) or Royal Air Maroc (via Casablanca)
Point Afrique http://www.point-afrique.com also has some chartered
flights to Niamey.
You might also find some chartered flights to Agadez.
