Frankly, I would suggest using a local tour operator instead of those
based in the west. They would be more flexible to work with, and cheaper.
Unfortunately, I can't recommend any specific operators, so you'll have
to do some research yourself.
Libya is not setup for the independant traveller, even if you know Arabic
(all the signs are in Arabic only, IF there are any signs).
