No. As I understand it reverse thrust is an additional means of
braking to reduce wear and tear on the brakes. I believe aircraft are
required to be able to land without use of reverse thrust.

Too early to attribute blame. The questions need to be asked, as with
the AF 340 at YYZ. Was there a problem with the aircraft, was there a
problem with the runway or airport instrument systems, was there pilot
error or ATC error.
