That's a side effect.

The primary goal is to force people to put sensitive stuff into
checked bags, where the TSA, DEA and IRS can find it. Stuff like
jewlery, cash, bonds, drugs, etc. Then they can start a case of tax
evasion, etc against the traveller.

This will divert people trying to get assets out of the country to use
other (perhaps more vulnerable) means.
