According to the US Code, attempting to reenter the US without a passport is
against the law. That said, should you show up with a convincing story about how
the dog across the aisle ate your passport, would you be fined? Maybe not. Show
up with an attitude that says "I'm a US Citizen and you must let me in" and
maybe so...
