This is a prime example of how the law and reality are often two very
different things. No matter what the law says, if they stop you and you
don't have it, they take up some of your time. In a small town, it
might be on the side of the road, or on the sidewalk in front of the store.
In a big city, it'll be from the back seat of the cruiser, or the station
house, and if you piss them off, the lockup.
