The tip was generous enough for a European tip. I wonder if he
would accept it now, ten years later. When the incident occured,
Estonia was quite newly free of the Soviet Union, and there
seemed to be soe sort of pride involved.

I have no idea what motive a waiter might have for pretending to
be offended while rejecting the tip.
