NO. I was not referring to the "citizen" issue.
You made a claim that the "Act" had an absolute statement forbidding
purchases of Cuban goods by US citizens.

Which statement is it modifying?
There is no such "absolute" statement in any "Act".
What "Act" are you referring to, btw?
I gave you a list of several documents covering this, so which one are
you basing your responses on? I previously told you mine were coming
from the referenced CFR.
There is not a single restriction. There are different kinds of
restricitions. For you to say there is an "absolute" statement oovering
all purchases, proves you are clueless.
