However, it is NOT a CRIMINAL act if the proxy FAILS to block
your activity. Unless something comes on the screen to SAY that
you are committing a crime, then you are NOT committing a crime.
If the filters FAIL to block what you are doing, then you CANNOT
be chargeed with a crime.
In order to constitute a crime, there has to be something in the network
that says "Keep Out!"
