Yes.

In the bigger tourist towns between Toyko and Kyoto you will not have
many problems with your foreign card. In other places it can be almost
impossible.

But I heard that the Japanese postbank has ATMs which accept foreign
cards. Not sure if this is really the case now. Japanese banks are
well below the standard of many other Asian countries.
