You probably mean the Post Office ATMs. Maybe not all, but many accept
foreign credit cards. They are not open 24 hours, though. I think it is
generally 9 am to 6 pm, but this may also vary according to location.
24-hour ATMs were unheard of in Japan until very recently. They are now
available in convenience stores, but I have no idea whether these accept
foreign credit cards or cash cards.
