Citibank ATMs accept out of country cards. There are ATMs at
the airport that accept them. But most Japanese bank ATMs don't
work, and hours are limited.

I never figured out the logic of this. In Taiwan there is probably an
ATM every 100 meters that will take any ATM card on PLUS or
CIRRUS. I guess Japan doesn't want to encourage people to spend
money.
