I'm not sure what figures you're referring to, but US governmental aid
has actually being increasing in the last decade, not decreasing. It's
still lamentably poor, but most EU countries have maintained similar
levels of funding over the same period. I do believe the low US
governmental aid is somewhat offset by the huge amount of charitable
giving (which is often far more direct BTW)- indeed US charitable aid
overseas on an annual basis is greater than the entire EU's governmental
aid combined.
