Nor do we have to do so in Europe (at least the 'Europe' that I know, the
UK, Ireland and France).

Nor in the UK or Ireland. As for France, it _can_ be done by the police,
but only in certain circumstances, even if admittedly many police abuse
this power by asking for identification when strictly speaking, they are
not empowered to do so.
