This is why I advised that at rush hour it's better to take the bus over to
Gimpo airport then use the subway into Seoul. The traffic between
Incheon and Gimpo airports is usually not a problem.

You can also take a bus from the airport into the city of Inchon then
take the subway into Seoul since the Inchon subway system connects
to the Seoul subway system. This is probably the safest in terms of
rush hour traffic, however the bus is faster than the subway at other
times since it doesn't make all those stops.
