Not too cold - rarely below freezing, even at night.

It's okay to go in Feb, but try to go in March or April if you can,
especially for cherry blossoms.

Try the "Sakura Hotel" for an inexpensive decent hotel. "Tochi Center
Hotel" in Akasaka is about $80 US a night and has a very central
location within 5 minutes of most major train lines.
