Correct. You are domestic at that stage. No duty free.

Buying takeaway liquor in Delhi is virtually impossible. Mumbai is easy, so
get your duty free and also buy in the Mumbai liquor shops your entire
requirements for Delhi, because you will not get any there, unless it's
through the hotel you are staying in (at hotel prices).
