There are also supposed to be local hotels not that far away.
Taipei city is about 40km away, which costs around $40 US by taxi each
way, IIRC (there are tolls on the expressway). If you can pick up a
bus at least one way (NT120 or so each) it will cut the cost down. But
note that the last bus back to the airport is not that late, but they
do start quite early. Taxis do 20-50% surcharges on the meter under
some conditions- and they should turn on a light to indicate they will
do so (marked in Chinese only).

Taipei does not go to sleep early, is generally quite safe, and there
is interesting stuff to poke around at that hour if you're up to it. I
probably wouldn't be.
