Delhi has a lot more going on, and you aren't quite so much under siege by
tourist touts all the time.

But really I'd say it makes the most sense to play it by ear once you
arrive. Presumably you'll be going to Agra from Delhi, so you'll already
know a little of what Delhi is like while you're in Agra.
