Most places are closed during Lunar New Year; it's one of their two
biggest holidays.

I've lived here (Seoul) for over two year and saw snow fall on 3-4
days, and it didn't stick.

Jisan Ski Resort or Yeongpyung Ski Resort are nice; but both are always
packed to the fullest.
