On a general level it's relative. For travelers I think you'd be hard
pressed to find a safer place, though no doubt many places are on par
with Japan. And a lot has to do with perception. People perceive Japan
to be safe, which isn't always good. But in two years living in Japan
(and countless trips on business and pleasure) I never had problems.
Even after the Kobe earthquake it was generally calm and orderly, at
least more so than you'd expect.
