As for whether funds are available . . by that argument, minor criminals
should get either no imprisonment if able to pay a properly punitive fine,
or be confined for a term as slave laborers, and ALL major crimes should
receive either execution or long term slave labor, depending on the
prisoner's monetary utility.
While a large portion of the proceeds of fines or contracted slaves *should*
go to victims or their survivng families, what would be the actual
disbursement of such a monetary stream?
Also, note that being kept in a Thai prison until they die is a harsher
sentence than quick death, and these two as inmates might not have a long
lifespan 'inside.'
