You won't find exactly that kind of beach in Malaysia. All decent
beaches (to be found on islands, because the mainland does not have very
nice beaches) don't have areas with small shops behind them. Even behind
Langkawi's Cenang beach shopping is underdeveloped. No problem finding
restaurants with local food however, as long as you don't stay in an
isolated resort.

No, August/September is ok for the east coast, as the monsoon starts in
November. The better islands to stay on the east coast are Perhentian
and Redang. There are also other nice islands, but they are less
developed and more difficult to reach.

Penang is interesting for culture and history, but does not have nice
beaches.
