I don't think it would be a big problem using a stroller in Hong Kong.
Lots of people use them there. A visit to Ocean Park involves a *lot*
of walking (less so at Disneyland), and kids of that age may get very
tired without one. Just be sure to take a collapsible one that you can
fold up and carry when you're in crowded places like the MTR.
