They are operated by the city company of Bangkok Mass Transit Authority. It
is true that luggage in excessive quantities may constitute a problem
(driver's denial to get tourists to board the bus). I have never ridden by
these buses myself because I haven't been to the city since 2005. So, I
don't know whether they come with luggage racks. However, there seem to be
an "express service" by private buses as well. Just like this Thonburi based
company has provided similar service from Don Muang to downtown. The link
below gives a general description on public transportation linking the new
airport to the city.
