What is an "Islamic country"?

In Malaysia women are allowed to do everything and can dress anything,
and only if they are Muslim they are not allowed to have extra-marital
. or change their religion.

Compare that to the situation in Saudi Arabia, where women basically
aren't allowed to anything and have to walk covered in public places.
