Even if you did report him what good would it do?
ISP's and other organisations operating news servers don't have the
resources to spend time investigating every complaint about spammers
and people posting in the wrong groups etc. They would need a whole
army of people dedicated to doing that, so its not going to happen.
Even if you were successful once, the spammer could just switch to
another provider and carry on.
