Cairns probably, though maybe Airlie Beach if you're a beginner. The boats
there are more setup for beginners than experienced divers. You also might
want to check out the wreck of the Yongala out of Townsville. You'll see
far more fish on that than any reef dive.
The best diving isn't on the GBR. It's further out in the Coral Sea. Boats
like Rum Runner and Taka go out there.
