For the incoming calls I would just ask the hotel. But I don't think
they will charge for that.
Also the hotels that I have been in charged the same for outgoing calls
as public phones, but you should definately ask before trying.

You can buy a prepaid card for public telephones or use the telephones
in the public telephone centers in Varadero. Canada should be around
2.85US$/min. GSM mobile phones also work in Varadero.
