Well, the ABC islands (Aruba, Bonaire, Curacao)are out of the hurricane
belt, so Aruba may be a good place to start, as it has the most tourists,
but also the most restaurants. I had some acquaintences who opened up a
restaurant in St. Thomas, and the first year they were there, a hurricane
came thru and wiped them out. NOT a good way to start.
