Almost every community can accept a good restaurant; a REALLY good one
can go anyplace. But the business model differs greatly from place to
place. On the islands I've visited, some of the best started in the
proprietor's living rooms, built their reputation and expanded over
time. Some places require a minimum number of local workers or a local
manager.

In my opinion, they first have to decide which island(s) they want to
live on. After deciding that, they can decide where they want to build a
business. NOTHING replaces personal experience; being there. Heaven for
us could be hell for them.

Your friends' best bet would be to visit the places that look good
(could include some mainland locations) for an overall view, perhaps a
week or two in each place. That will give them a shorter list of places
to live on for 3-6 months for a more in-depth evaluation, paying
particular attention to the local politics and business practices.
