You can also consider traveling from Canada. There's daily flights to
several cuban destinations from Toronto, Montreal and Vancouver...

Try www.exit.ca or www.searstravel.ca to get an idea about the prices.
Today's exchange rate is US$1 = CDN$1.37. For instance, a 1 week package to
Varadero costs US$520 pp. Flight only is US$285 from Toronto.

Anyway, any canadian travel agency will help you with this.
