There were 537 votes cast, IIRC
An elector committed to Gore chose to not do so - don't recall if the
elector abstained or voted for another - lets check

So the questionm you now have to answer:
is 271 a majority of 537?
yes!
its 50.04% of 537.
537/2 = 268

Is 268 < 271? Lets see....268 - 271 = -3.
Since we have a negative result, it should be clear that 271 is greater than
268.
Similarly, 266 - 271 = -5.
Since we have a negative result, it should be clear that 271 is greater than
266.
If y'have difficulty with negative numbers,
271-268 = 3
271-266 = 5

So you should see that Bush was elected, elected by a majority, and by a
majority of the votes cast.

At least, thats how it works on this side of the pond.
