Either Cabarete or Sosua would do then.

Everything is within walking distance.
Wide Range of food prices, from inexpensive street type cuisine to more
expensive nicer restaurants.
Seemed perfectly safe when we were there.

We liked the resort because it had everything except access to a grocery
store that you list, and with the inexpensive food plan one could eat very
inexpensively, or you could choose not to. The units have full kitchens,
so we were able to buy coffee and cereal and Milk for breakfasts, plus
cook a couple of dinners in, which was good for the kids.

Plus what was not within walking distance could be reached by the free
shuttle that the resort had to both Cabarete and Sosua.

I think you should think about the area. I think it has everything you want.
Maybe not that specific resort, but the area.
