With three weeks available I suggest in addition to three nights on Saba,
to spend two nights on Statia. You can climb The Quill. There are a couple
"beaches" that might have snorkeling. It is very bicycle friendly, though
there may only be one bike to rent on the island. And it is number one in
friendliness. The only place hitting a perfect 100% when hitchhiking. That
is 100% of the first car to pass picking me up, and 100% of them took me
directly to my destination.
You can and should fly WinAir to all these islands. What I did is to wait
until I arrived in St. Martin to buy my interisland tickets. I then simply
went to the WinAir ticket window and bought them. They will give you
extremely tight connections when changing planes on St. Martin. The online
systems, at least back when I went, put you on later flights, as they had
to put some minimum time between flights. One mistake I made was not to
give WinAir my contact information on each island. So they were not able to
tell me about a flight change.
