Unfortunately, money IS a consideration, whether you intend to retire in
the Caribbean or anywhere else, for that matter. Otherwise, it's just
a fantasy and not a goal.
And besides money, there are many other things to consider. First,
availability of competent medical facilities that are close. Resident
status. Visas. Citizenship. Language. Do you want to be able to
work or have a small business, full or parttime? These 2 web sites

As for me, I've done quite a lot of research on this very question.
Although I didn't limit myself to the Caribbean initially, just
someplace tropical or subtropical. All things considered, as I'm a US
citizen, it would have to be a United States territory, protectorate or
commomwealth, etc. Foreign nationals have few, if any "rights" or
protections, in these countries.
But, if money were no object... In the Caribbean? Off the top of my
head? St. John, USVI.
If money were a consideration... Puerto Rico.
