That is difficult to do, because when the USA installs a power structure
in countries, where they have an interest, that will adhere strictly
to USA interest and if they don't, the USA moves aggressively
to overthrow that power structure and replace it with a USA friendly one.
Just look at the democratically elected government of
Jacobo Arbenz, president of Guatemala, Salvador Allende democratically
elected president of Chile, both overthrown by USA forces, when they
tried to do the right thing by their people.
In Panama,
And now the twice democratically elected government of Hugo Chavez
in Venezuela.
USA is busy trying to dismantle Hugo Chavez democratically elected
government.
Omar Torillos killed in a "helicopter accident" in Panama.
The USA only backs democracies that kiss the USA butt,
other than that, they use the fist.
So if the USA wants to turn Costa Rica into another defacto USA colony,
it will and the people of Costa Rica will have to like it.
