You will get much better rental rates if you do the rental in advance of
travel. This is true for both US and Canada. Just be sure to have
clear copies of all your reservation information with you when you go to
pick-up your car in Cancun. Also, you'll probably get a better deal
making the reservation over the internet at one of the major rental
companies web sites.
