They actually do have oil, I have been to the oil fields in Cuba, but
they are working with 19th century technology as all the good offshore
stuff has some US parts and businesses that would like to sell to Cuba
are prohibited, even if they are not US owned. The stick is the loss of
privilege of doing any business with the US.
