For first-timers, you can't miss with Vardero and has the advantage to being
close to Havana, which I presume you would want to see. On subsequent
visits, the area around Santiago de Cuba is less touristy but harder to get
to and farther away from Havana. In either case, definitely go with the
all-inclusive because trying to find restaurants on your own could be an
exercise in futility because they are few and far between.
