Actually, that's not true . . . persons representing the US Government
(military, civilian DoD, etc) are, but for the most part, the average
citizen is not. Mainly, it depends on "crimes" being reported.
When I lived in GE and took a trip to Holland/Amsterdam, we saw many US
dependents buying & smoking hash (legal within a certain amount - but
you could buy it *legally* at Hard Rock Cafe, for one). Chances are, if
the police in that country don't arrest you, or you won't be subject to
a pee test, no one would ever know.
At one point, my ex saw someone's (military) kid he knew buying drugs
(the legal ones there) and actually reported it to the Embassy there
(yeah, he was a bit of a dick and *loved* slamming others - he bought a
lid while he was there himself another time. . . really pissed me off)
- the agent (US) said "So what? If he's representing our government in
an offical capacity and not arrested, I don't care and the US doesn't
care."
So, mainly it's a matter of whether you break *their* rules and have it
reported to *our* government.
