I would contact a dive shop first and make the arrangements, they will
make arrangements for transportation. I don't remember seeing a lot of
cabs there. The most bang for the buck, will be to schedule his dives
out on Klein Bonaire. That way he will be able to walk to the dive
shop from the town pier. The dive shop at the Harbor resort uses Buddy
Dive I believe.
